The Rehoboth Beach Homeowners' Association is a Delaware non-profit organization operated to promote the common good and general welfare of the homeowners and residents of the City of Rehoboth Beach for their mutual enjoyment and benefit, to preserve the quality of life, to foster the spirit of community and to provide a forum for the full and free discussion of all matters of interest.

City Updates - October 2023

RBHA is continuing to tracking various issues as they come before City boards and commissions. We will use this site to keep you up-to-date on topics that we believe may be of particular interest to our members. This is not meant to be an exhaustive summary of city business, but rather a more narrow focus on topics that may require tracking over time or warrant citizen engagement.  Click here If you would like to comment on any issue.
      Mayor and Commissioners
  1. The Board of Commissioners voted to prohibit the public consumption of marijuana/cannabis as defined by the recently passed State of Delaware laws regarding same. 
  2. The Board of Commissioners voted to prohibit the sale of marijuana/cannabis products as defined by the recently passed State of Delaware laws regarding same.
  3. The Board of Commissioners voted to approve legislation related to back-flow prevention devices in both residential and commercial properties, officially known as the Cross Connection Control Plan. Some homeowners, especially those with irrigation or fire suppression systems, will be directly affected.                                      Planning Commission
  4. As of this date (September 22, 2023), there is no new information available regarding any of the known proposed hotel projects.
  5. City Manager Requests PC Propose Revisions to the Commercial Building Codes. Four members of the Planning Commission attended the Board of Commissioners meeting of September 15, 2023 in order to provide and/or support the presentation of the monthly Planning Commission Report to the Board of Commissioners. It is unusual for that number of PC members to attend a routine Board of Commissioners meeting.  It had been proposed by City Manager Laurence Christian that the Planning Commission undertake a significant revision to the current City Code addressing site plan review (which mostly involves large commercial projects and developments). RBHA Directors are of the opinion that city staff have been  hearing from the development community regarding their objections and concerns with City Code regarding the review and approval process for commercial projects.  The Planning Commission requested a joint meeting with the Board of Commissioners to further discuss their recommendations for changes to the current code. The Board of Commissioners agreed to schedule a joint meeting in the near future.  This issue warrants close attention from our members as revisions to City Code regarding commercial projects could have huge effects.
